    Would rather house those that prefer to stay in conditions of addiction and trauma, so that they can keep as much funding coming in as possible. It's pretty much been the same people in there for years. Where as someone with series health conditions is left waiting for an operation that is booked next month, a consultation book with another surgery team for assessment and test plan for assessing concerning symptoms, while living on the streets
