We went into Rugby town to have a walk around and some food on Monday. we parked opposite the Bacolod lounge. as this was a New Year’s Day bank holiday we were not sure if there was a parking charge or if this was being treated as a bank holiday , SUNDAY, and parking was free. we checked about 7 cars parked there already and none was displaying a parking ticket, so we thought it was free and went to eat. when we returned all of the 8 cars we checked and our car had been fined. I think this is really a terrible way to behave as a council, surely you want to encourage use of the town, and am sure the parking attendant was there specifically to prey on any confusion, and would have been being payed double pay as it is a bank holiday. It’s a shame the council is so stuck in the 70’s in the way it thinks, employs, and behaves. too many people thinking they are doing too much work. To generate growth you need people, free parking brings people in, surely this would be more than compensated with shops actually being occupied and paying rent. Well done to the council on once again demonstrating how they operate.

Very efective fine system. Fined by parking in excess of 20 minutes of the paid parking. I think you should introduce some tolerance in the time or provide a low penalty for such little infraction. Eg. in Spain if you park more than paid you must pay a 3 Eur penalty in the next hour of so. If not then you are fined. Congratulations for the officer who took the photo report of the car for the fine. You have more photos of the car than me of the Shakespeare things!
