The review is about the building, not the university, but they the owner. The designer of the building should be sued for the it. Most windows are not open able, so it's boiling hot in summer. The once which are openable are either that rusty, that they leak in each rain shower and or the mechanism is not oiled, that it won't work. The window are not cleaned either and it's hard to look through them by now. Winters are freezing cold because heaters are under dimensioned and if you put to many fan heaters out, you trip the electric network. One of the lady's loos is broken since ages, gets a quick fix and is broken in 2 weeks again, the other one has the seat permanently flying off and the last one takes 3½ to refill the water in the cistern. The recycling bins are mostly full half week true and one "unused" bottle bin is full since over a year, but never emptied. The regular cleaning staff is friendly and does a good job each morning.
