The architect was clearly only concerned about the facade and NOT the users (of upper floors). They are either incompetent or malicious. The faculty offices are behind the concrete vertical bars, actively blocked from the beautiful scenary and actions of outside. It is a prison, literally.

With the vertical bars, faculty offices feel like a jail. Whoever designed this hated their teachers. The students (who perhaps like the bottom 3 floors) may come and go, but the faculty members are stuck in it forever. Both metaphorically and physically behind the bars.
