    Despicable! After dropping off my elderly Disabled Mother in Law in Rochester, I asked a Parking Enforcement officer about parking for Disabled Badge holders. After telling me it was fine to park there displaying her Disabled Badge, he waited until I'd gone and stuck a ticket on the car. Lowest of the low.
