the Hebe sculpture by Robert Thomas was unveiled in 1966 & I'm not too sure why it's actually at it location and what it's actually meant to depict, although considering the Birmingham Law Courts are quite nearby maybe it is here for that reason (quote: "Hebe was worshipped as a goddess of pardons or forgiveness; freed prisoners would hang their chains in the sacred grove of her sanctuary at Phlius")...
