There is no way of talking to a human being. They take your council tax and give nothing. If you can't speak English and/or have and are able to use a computer your stuck. They say you will be put through to speak to someone but instead are given extension buttons to press. Eventually you will end up where you started. Shameful scam artists.

Thieves. They position a yellow grid box just outside a changing traffic light. So when the light changes, which you can’t anticipate unless you are telepathic, you get trapped in the box through 0 fault of my own. This just set me back £204 and I did nothing wrong. As I said, thieves. Sheer revenue generating and nothing about the flow of traffic on roads.
