If there was a zero, I would rate it a zero, rent houses off landlords, run the houses to the ground, dont pay Bill's council comes after landlord, also tenants are in extreme risk due to poor condition, some people dont have heating, if there is a serious health and safety risk, it gets ignored, They dont care about anyone but money
