First time I visited I was harassed by a gobby PCSO, so naturally I had to shut down her ego and she nearly cried when I said she wasn’t the real police. (Search Crybaby PCSO Fareham on YouTube.) Second time, a member of staff who I confronted for breaking GDPR by filming me on her phone, lied and said I was trespassing in the back yard. So I was then harassed by Boris Johnson’s love child, who couldn’t keep track of her own lies and corruption so spun herself in circles. (Search Fareham Revisit.) Useless and rude.

Back in 2017 I attempted to report a fraud to police officers based at Fareham police station. The alleged fraud did not involve a few hundred pounds but the attempted fraud had the potential to cost its victims tens of thousands of pounds. It concerned the alleged fraudulent conduct of a branch manager who was employed by a local estate agent who had deliberately misrepresented and consequently undervalued a house in the Lee on the Solent area by approximately £30,000. It was also established that the agent concerned had knowingly misrepresented the buying status of his own preferred bidder, advised the owners to accept what was at the time the lowest offer made on their property and failed to pass on superior offers made by myself and at least one other buyer for the property concerned. The accusation was not based upon hearsay, speculation or opinion but the documented evidence I acquired over the previous 12 months. I had at first attempted to report the fraud to The Property Ombudsman but despite providing TPO with irrefutable documented evidence of wrong doing on the part of the agent TPO decided that it did have the power and authority to rule and consequently dismiss reported crimes made against the very people that pay a subscription fee into TPO's own bank account. On entering Fareham Police Station on 07/06/17 I approached the female receptionist and began to present the evidence I had obtained but was immediately informed that frauds had to be reported to ActionFraud and were not the business of uniformed personnel. I returned home and contacted AF. I began to explain the nature of the fraud but the call centre employee immediately stopped me in my tracks and explained that my complaint was beyond his remit and advised me to return to the station with my evidence. I went back to the station and approached the same receptionist. I began to explain that I had done as she had requested but AF had declined to accept my statement. The receptionist then stated within earshot of a Police Contstable who was standing on my side of the counter that she did not believe that I had contacted AF. I was about to suggest that I did not appreciate being called a liar when the PC reacted and immediately defused the situation by ushering me into an interview room. I stated that I was reporting a 'Conspiracy to Defraud' Conspiracy to Defraud according to GOV.UK website states that the offence of fraud can be committed in three ways: * fraud by false representation * fraud by failing to disclose information * fraud by abuse of position The PC listened to what I had to say and read some of the evidence. The officer acknowledged that the agents conduct appeared to be suspect but made no promises and informed me that my documented evidence would be passed onto a colleague for appraisal. Three weeks later I received a statement issued by the police under the heading: Response from the police regarding fraud allegation-44170227875 The police do not investigate all fraud allegations. THERE ARE NUMEROUS OTHER BODIES TO DO SO DEPENDING ON THE FRAUD TYPE. IN THIS CASE THE PROPERTY OMBUDSMAN WERE THE CORRECT TEAM TO REVIEW AND MAKE THEIR DECISION. The Property Ombudsman dismissed the allegation. The Property Ombudsman is nothing more than a redress service that has no regulatory or legal powers and it is run as a business that is funded by the subscription payments made by both honest and corrupted agents alike who pay an annual fee into TPO bank account which in turn allows an agent to display the coveted TPO logo on its premises. With this in mind I must with respect insist that the Hampshire Constabulary provides an answer to the following question: Why is the Hampshire Constabulary allowing private citizens who are employed by The Property Ombudsman to conduct investigations into alleged frauds committed by their own financial benefactors? As there is a lot more to this story than this limited character review site allows me to provide please look out for the online blog that will follow shortly .
