    lauren was very kind to answer and give solid and thorough advice, and suggested i contact FSA.... but that's the institution that sent me to Citizens Advice Consumer Service in the first place seems like no one bothers to do their job these days, just passing you from one institution to another i gave an extra star for lauren's professionalism, but unfortunately it didn't solve my problem
