    This is the second time I have been interested and applied to adopt a dog. Both times I have been unable to actually see the dogs. Both times I am told the dogs are stressed. The dogs are probably stressed from being locked up all day. It seems strange to me when we would have loved to adopt the dogs and give them a loving home with a garden to run free they choose to keep them locked up.
